The Children’s Fund is a national initiative formed in 2000 as a strategy brought forward by the government to tackle child poverty and social exclusion.
Lancashire Children’s fund is the local stem of Children’s fund projects which are funded by central government to pay for a range of projects to help children aged 5 to 13. These services focus on early intervention and preventative measures to achieve the Every Child Matters Outcomes:
• Be Healthy
• Stay Safe
• Enjoy and Achieve
• Make a Positive Contribution
• Achieve Economic Wellbeing
CCATS began its life as a Children’s Fund (LCF) project in April 2002 and will continue to be funded in part by LCF until April 2008. All LCF projects are independently evaluated by the nationwide Children’s Research Centre and the University of Huddersfield.
Attached are two extracts from the interim evaluation report produced in December 2005. Key Points Include:
• 85.5% of children showed improvements in behaviour following CCATS intervention (measured using the Behaviour Rating Index for Children).
• Parents of children worked with indicated high levels of satisfaction with CCATS service. (measures using the Client satisfaction Questionnaire)
• CCATS intervention effectiveness score was rated 3 by the evaluation team; this is the highest score possible and indicates CCATS interventions are “largely effective”. 25% of LCF projects achieved this score.
